In June 2026, the Collaborative Research Center for Resilience published Digital ID or Democracy? An Advocate’s Introduction to the Tech, Politics, and Urgent Demands Needed to Protect Human Dignity.
The report outlines the history and power-mapping of digital identity technologies and argues that we must act now to resist the expansion of a national digital ID, preserve human and real-world options for engaging with government, and unwind the systems that already have the capacity to facilitate harm to individuals and communities.
This report supplements the toolkit (links below) we published last year, which includes a spreadsheet of relevant state-based digital ID and drivers license programs.
